Broader participation can change the balance of local results. The calculator shows the scale of that electorate in people and seat equivalents. It does not predict how those people will vote.

EU residents are not a single voting bloc. Any party’s result depends on the support it actually receives.
Residence registration and voter registration
VPV collected official replies from all 22 covered districts. Together, they reported 1,812 EU citizens on voter lists in 2022. Residence figures were supplied by the Czech Ministry of the Interior.
Being registered as a resident and being on a voter list are different things. The 2022 figure counts voter registrations; the slider models participation.
How is this calculated?
First, divide the 2022 participation by the number of council seats. Then divide the number of people in your scenario by that average.
For context, we divide that number by the number of people who participated in the selected election in 2022. This is a comparison with a historical total. We do not add the two groups together or assume that all participants are new voters.
The result counts people. Municipal ballots can give votes to several candidates. Seats depend on the distribution of valid votes, electoral thresholds and the allocation rules; there is no fixed number of people that guarantees a seat.
Data, dates and coverage
Historical election data. ČSÚ results for 23–24 September 2022. Participation means issued envelopes (VYDANE_OBALKY), the count used to calculate turnout. Citywide figures refer to the Prague City Assembly; district figures refer to that municipal district’s council.
EU residence and voter-list data. VPV obtained the EU residence figures from the Czech Ministry of the Interior. The counts of EU citizens on voter lists in 2022 come from official replies collected by VPV from all 22 covered districts. Their total is 1,812. These are administrative data collected by the project.
Coverage. The EU dataset covers Praha 1–22. The overview adds these 22 rows. Its seat benchmark uses the 2022 Prague City Assembly election; a district selection uses that district’s council. The 1,812 figure is the total reported by the 22 districts, not a measure of turnout.
