Non-EU citizens
Currently, municipal voting in Czechia is limited to Czech and EU citizens.
For non-EU citizens, becoming a Czech citizen is a path to voting in Czechia. While you prepare, get to know how things work: who makes which decisions, and what each level of government is responsible for.
Do you have registered residence in Czechia?
To vote in the municipal elections as an EU citizen, you typically need an official registered residence with the Ministry of the Interior (OAMP).
What does your residence document look like?
Examples to help you recognise your document. Check that your own document is still valid. Residence registration is separate from joining the voter list.
A folding paper certificate without a photo. It is optional for EU citizens staying over 3 months; it is not a condition for lawful residence.
The earlier paper certificate without a photo. A valid older certificate serves as a Registration Certificate.
A small booklet for a person granted permanent residence. For this voting tool, you must also be an EU citizen.
Old Permanent Residence — purple booklet: The older EU-citizen booklet may remain valid until its expiry, but no later than 31 December 2027. View the official example.

- Complete the application. If you filled it in on paper, scan it into a PDF.
- Open your own personal Datová schránka.
- Create a new message.
- Recipient: paste the databox ID above and check the office name.
- Subject: Žádost o zápis do dodatku stálého seznamu voličů
- Attach your completed PDF and any supporting documents requested by the office.
- Send and keep the delivery confirmation.
Submit by post
Allow time for delivery: the application must reach the office before the registration deadline.

Bring your completed application, valid passport or EU identity card, and your residence document. Check the office hours and sign the application as instructed by the clerk.
