SPOLU (ODS+KDU+TOP09)

Seats in Parliament: As of February 2025, the SPOLU coalition—comprised of the Civic Democratic Party (ODS), Christian and Democratic Union – Czechoslovak People’s Party (KDU-ČSL), and TOP 09—holds 61 seats in the 200-member Chamber of Deputies, making it the strongest single grouping in the current government coalition.

General Politics: SPOLU (meaning “Together”) was formally established ahead of the 2021 parliamentary elections as a center-right electoral alliance aimed at countering the populist dominance of ANO and the rising influence of extremist parties. The coalition brought together three ideologically compatible, though historically distinct, center-right parties with deep roots in post-1989 Czech democratic politics.

Political Position: SPOLU positions itself from the center-right to moderate conservative spectrum, advocating for pro-European policies, fiscal responsibility, support for NATO, and liberal democracy. ODS anchors the alliance with economically liberal and national-conservative positions, KDU-ČSL brings Christian democratic and social conservative values, while TOP 09 adds a distinctly pro-European and urban liberal-conservative voice.

Voters: SPOLU appeals to a broad base of center-right and moderate voters, particularly urban professionals, small business owners, and older voters valuing democratic continuity and European integration. While ODS garners support in larger cities and affluent regions, KDU-ČSL maintains strongholds in rural and religiously conservative areas, and TOP 09 appeals to liberal-conservative voters in metropolitan areas like Prague and Brno.

Policies: The coalition supports fiscal prudence, economic liberalism, pro-European foreign policy, and strengthening of democratic institutions. It emphasizes rule of law, judicial independence, and active Czech participation in EU and NATO structures. On social issues, the coalition is more divided, with KDU-ČSL opposing liberalization in areas like same-sex marriage, while TOP 09 supports progressive reforms.

Perception on Corruption: SPOLU presents itself as a bulwark against the erosion of democratic norms, particularly in contrast to the ANO era. While individual parties within SPOLU have faced corruption allegations in the past—especially ODS during the 2000s—the coalition now emphasizes transparency, good governance, and the depoliticization of state administration.

In Government: Since December 2021, SPOLU has been the dominant force in the governing coalition, with ODS leader Petr Fiala serving as Prime Minister. The coalition has had to navigate a turbulent term, balancing pandemic recovery, inflation, energy shocks from the war in Ukraine, and EU-level negotiations. While its record has been mixed—praised for foreign policy steadiness, but criticized for slow domestic reforms—SPOLU remains a key anchor of Czech democratic governance.

Recent Developments: Heading into the 2025 elections, internal tensions within SPOLU have surfaced, particularly regarding whether to maintain the joint list format. ODS, as the largest party, is wary of diluting its brand, while KDU-ČSL and TOP 09 are concerned about their visibility and electoral thresholds if running separately. Nevertheless, public unity has largely held, with the alliance emphasizing continuity, Western alignment, and defense readiness amid regional instability.

Overall, SPOLU remains the leading pro-democracy, center-right alliance in Czech politics. Its strength lies in institutional experience, alignment with Western values, and a commitment to pragmatic governance. However, its future depends on resolving internal party dynamics and demonstrating tangible policy successes to maintain voter trust.
